Spanish term or phrase: facultades
In a text about banking I have seen 'facultades' used in an unfamiliar sense. The sentence runs: "...nuevas políticas para la concesión de importes reducidos a acreditados con exposición elevada, lo que exige un menor nivel de facultades para dotar de mayor eficiencia los procesos" Can anyone help?

Thanks. Not an unfamiliar sense of 'facultades' after all! (I'd interpreted 'menor' as referring to the amount of authority, which seemed contradictory.)
