I had never heard of these before but a search for "alojamientos dotacionales" reveals that they are a new idea

"Los alojamientos dotacionales constituyen otra de las novedades introducidas por la reciente Ley 2/2006 de Suelo y Urbanismo y se plantean como una iniciativa pública plasmada a través de un plan especial orientado a cubrir la necesidad de alojamiento por parte de las personas y colectivos especialmente necesitados.

Serán edificaciones residenciales, de titularidad pública, favorecidas por las ayudas previstas en materia de vivienda protegida y ocupadas por sus usuarios con carácter temporal, mediante cualquier fórmula admitida en derecho (arrendamiento, derecho de habitación, usufructo...) y, dada su naturaleza dotacional, en ningún caso serán susceptibles de venta."

The term "public housing" would work perfectly in the US, though it doesn't specify that the owner in this case is the regional government rather than a city government, for example.
