This seems like a silly question, but I have seen the word 'proyecto' translated as 'draft' and wonder if that would be the case in this context. All suggestions will be appreciated!

My understanding that is proyecto de ley = bill and anteproyecto = draft bill, so I tend to think the second answer is right to suggest proyecto de normas = proposed guidelines. Given your context, it seems to make sense.

agree  AlexMiranda: If you are looking for the correlate US rulemaking process, the "proyeto de norma" seems to be close to the "proposed regulation" process whereby an agency puts out a draft and invites comments. The US SEC or EPA sites should have examples.

I did not want to hijack Patricia's answer, but she wrote back to let me know that I should offer "proposed regulation", so here it is. I would add that sometimes the agency I am most familiar with calls it a Proposed Rule when it first issues a draft, whereas the general public calls it regulation, so in this context, I think "rule" is better.
