I have found that it means "to invent/come up with" but don't want to put too strong a word in English - advice on how to pitch it would be welcome. Many thanks

I think this is reasonably strong - it is an accusation after all.

You're on the right track with the meaning, although not invent. It can either be that you have been waiting to play your trump card, or that you have been concealing information which you didn't want to come out. The latter would be our case.

"Matilda accuses me of keeping quiet about the fact that the warehouse had closed". Even "biding my time before saying that".../ "having kept it well hidden that"
