Hell will have surely become dozens of degrees warmer the day an insurance company enters into any deal in which it is going to give anything away for free. Hell, they are liable to charge you even for taking something from you, let alone giving something up.

There have been docs that I have translated where all values in currency are set at zero because the client or the parties mentioned therein intend to change those values when the doc is delivered. There are several reasons for this including confidentiality, on-going negotiations on fees, costs and currency to be used, etc.

So I'm sticking with Open, even if it seems counterintuitive.

It's a bit of an odd one in that any values on this form (relating to a bond) are shown as zero. This made me think that it might be "libre de pago". By the way, the form is from the Dominican Republic. Would they perhaps me more likely to use the word "libre" instead of "gratis"?
