The Basque Country, Navarra, the Canary Islands, and the autonomous cities of Ceuta and Melilla all have separate special tax regimes, governed by their regional/local tax authorities. The rest of Spain is called the "common territory" and is handled by the central tax authorities in Madrid.
The term "common territory" isn't official but it's probably the best approach, provided that an explanation is given somewhere in the text. |
