It appears from the commentary, here, that the political fact in Colombia is universal control by the central government, and that regional offices of the central government simply do some of the paperwork for their area in the various matters of governance - like corporate entity registration - without having separate political identities (state/provincial govt., municipal govt., etc). However, in the U.S. we have various political euphemistic expressions that don't reflect the political facts, and I wonder if Colombia might have some, too. 'Decentralized' government may be one, in a setting where the central government actually keeps close control but wants folks to relax with it. In this case, a translation that skips the issue may be in order: '...whether in Capitol City government offices or in any regional branch government office'. What do you think?
