I understand Lamarche's comment more. "Nocional" is an adjective, and it seems that perhaps a noun is missing in your description. Perhaps, it should say "un monto nocional de referencia" or "un valor nocional de referencia". At any rate, I still think the correct translation would be "reference notional amount".
