The rest of the sentence is:
"nos exponemos a que nos coja el toro" which I believe is talking about taking the bull by the horns but I would appreciate your feedback on the whole sentence.

El 70% de la deuda española emitida en 2009 fue a menos de 1 año. Esta cifra puede interpretarse como que los mercados no nos quieren prestar a largo, aunque es cierto que los tipos a corto son tan bajos –pagamos .38% por las letras a tres meses- que puede ser una estrategia consciente del Tesoro (en cuyo caso yo creo que **se pasan un poco – nos exponemos a que nos coja el toro**, y hay que tener cuidado, como veremos).

Explanation:
I think you can safely dispense with the "un poco" without loss of meaning.

What about "we are left wide open" for "nos exponemos a que nos coja el toro"? In the sense of being left wide open to attack, conveying the same idea as the bull metaphor, but without the bull, which I think you can only really use in the hackneyed old favourites like "bull in a china shop", "take the bull by the horns", "like a red rag to a bull", none of which fit here!.
