It should be so simple... Must be because its Friday!

Talking about fines for imbalances in a gas supply system:

Cuando un usuario del sistema se encuentre en situación de desbalance, le serán de aplicación los cargos económicos que se describen en los siguientes apartados, que tendrán la consideración de ingresos liquidables.

Liquidable strictly means payable, although I've also see it used as taxable. The latter would make more sense than the former, in which case I have to assume it means "income for the person receiving the fine", because a fine is obviously not income for the person paying it, but surely it would specify that, then again there is no "surely" about Spanish legalese... I'm tying myself in pointless knots!

Reducing Incomes Taxes - Lessening Of Payable Income Taxes.
Accordingly Spain Supreme Court refers the following strictly to taxes: Tribunal Supremo Sala III de lo Contencioso-Administrativo. Sentencia de 23 de febrero de 2009...«Los pagos resultantes de aplicar la minoración establecida en el artículo 2 del Real Decreto-ley 3/2006, de 24 de febrero , por el que se modifica el mecanismo de casación de las ofertas de venta y adquisición de energía presentadas simultáneamente al mercado diario e intradiario de producción por sujetos del sector eléctrico pertenecientes al mismo grupo empresarial, tendrán la consideración de ingresos liquidables del sistema a los efectos del Real Decreto 2017/1997, de 26 de diciembre , por el que se organiza y regula el procedimiento de liquidación de los costes de transporte, distribución y comercialización a tarifa de los costes permanentes del sistema y de los costes de diversificación y seguridad de abastecimiento».

They way I understand the ST, one of the considerations for the assessment of the fine is the amount of the offender's "liquid income" (that is, income that is easily converted to cash or cash equivalent for use).

NB: I do not believe that "liquid income" and "disposable income" mean the same thing. "Liquid income" refers to income that is available for immediate (or near immediate) use (it would exclude, for example, income that goes into a pension fund or retirement plan, but not income that is available to be spent on a necessary expense), whereas "disposable income" is an individual's income after expenses deemed necessary are deducted.

Explanation:
Could it be "disposable income"? In other words, the fine would be applied with consideration to a person´s disposable income, ie. income after paying out for all essentials.

Notes to answerer
Asker: Surely the wording "que tendrán la consideración de" implies that the "cargos" are to be classified as something. I can´t see your interpretation of "y se tendrán en consideración los ingresos liquidables". For information, the fines are fixed percentages, related only in some cases to price indexes not the payer´s income.
