I am having trouble with this sentence, everything I come up with has a slightly different meaning. One problem I have is I don't know if they are talking about how XXX "was developed" or how XXX "operates". Just knowing that would help, but I think it can be interpreted both ways.

This is outlining the contents of a presentation/course about banking regulatory systems.
