"Si no se procede a la renovación, el Ayuntamiento acordará la baja por caducidad **sin necesidad de audiencia previa del interesado**."

Does this mean that a court hearing is not required prior to deleting the expired entry from the register or does it simply mean that a meeting with the party concerned is not required prior to deleting the record?

Almost 100% sure it refers to the idea that
"the record will be deleted and no notice thereof is required to be served on the interested party by the "Ayuntamiento".
