This is to do with the Argentinean 'corralito' -

En esta causa se imputa a los directivos de diversos Bancos el haber efectuado un ***vaciamiento de su patrimonio***, el cual generó la imposibilidad de responder a sus obligaciones para con los ahorristas y, para encubrir tal vaciamiento, haber acordado con las autoridades del Gobierno el dictado de normas que impidieran la libre disponibilidad de las tenencias del público

I have seen 'drainage' in the glossary, but don't know if it is the proper term here.
