Spanish to English translations [PRO]

I am translating a piece on the measures taken by the Spanish Government to tackle the economic crisis and have come across a concept that I am finding difficult to understand, and cannot find any reference material in English:
"Para desplegar esta intensa actividad crediticia, el ICO ha aumentado considerablemente el número de líneas de mediación operativas que, por primera vez, han permitido la financiación del capital circulante de pequeñas y medianas empresas"
I am not sure what "líneas de mediación" are. It seems that the ICO releases financial help to businesses and families in needs, but how should this be expressed in English?

I was thinking of simply inserting "lines of mediation" - but without further context this seems a little confusing.
Any help or advice would be much appreciated!
