Estoy realizando un proyecto de traducción para la universidad y me gustaría saber cómo puedo decir en inglés esta expresión. Aparece en el siguiente contexto:

"La garantía de la seguridad hacia el ciudadano en el transporte es una obligación de cualquier sociedad que quiera considerarse desarrollada y asumir las necesidades de inversiones en dotación de sistemas de seguridad, una responsabilidad de las administraciones."

agree  Deborah Lockett: you've managed to include "provisioning" and still keep it short ... I would leave it in, there must have been a reason why the writer included it. You can make the translation even shorter by putting "the need to invest..."
