I've seen it translated as "currency shortage" but I can't see what this has to do with staff benefits in this context:

I think this is a fund where shortages and overages are pooled. Management (in this case) provides an amount when shortfalls in cash are greater. I don't know if there is an effective control system to prevent dishonesty.
