I don't know. It seems that something is missing in the translation. Additionally, is it ok to say conduct consultancy services???

The structure of the sentence -
"por atención de visitas al Programa en asesoría" - makes me think that the focus is on budgeting for visits to "the Progam" related to these activities.
Ah, it seems you also had that impression - I just saw your proposed "to visits to the ADP to conduct". "Conduct" would work too, but perhaps better "Conduct consultancies and...."
