Existe un sobre cumplimiento según indicador de más del 100% esto debido a que se integraron satisfactoriamente mas consejos escolares de lo previsto quienes concluyeron un plan de capacitación en organización y gestión educativa.
I think "over-accomplishment" sounds too literal.
