  -> Gracias, AllegroTrans, pero es preferible decir "city", ya que "town" se puede confundir con municipio y no es la idea. Por ej., Santiago es una sola plaza, incluidos todos sus municipios. Los pueblos pequeños se consideran partes de la ciudad + cercana.

Explanation:
as opposed to: "to another financial institution"

i.e. the charge for transfers to other accounts held at the same bank (as opposed to the charge for transfers to accounts held at other banks)

(It could conceivably be "same branch", but I think it means same institution.)

on reflection, María Eugenai is right:

"La banca española es la más competitiva en la concesión de créditos hipotecarios de Europa porque todos se disputan a los clientes. Sin embargo, en otros aspectos actúa como un bloque sin competencia y con poca variación de precios. Éste es el caso de las transferencias y cheques. Incluso llega más lejos al ser la única de Europa que todavía distingue si el envío de dinero se realiza "sobre la propia plaza" o "sobre otras plazas". Esto significa que por enviar 6.000 euros dentro del municipio de Valencia, por ejemplo, la banca cobra de media 13,80 euros al que envía. Sin embargo, si el envío es desde Valencia a Cullera, la operación vale 18 euros, 4,2 euros más.

¿A qué responde esta diferencia? A nada. La banca mantiene una vieja norma del pasado cuando existían cámaras de compensación y se justificaba cobrar más dinero dependiendo de si la entidad de destino tenía o no oficina en la localidad donde se iba a realizar ese pago. Esta condición quedó superada hace muchos años con la automatización total de los pagos entre entidades y ahora cuesta cinco o diez céntimos de euro (dependiendo de la cantidad que se envía) cualquier transferencia nacional."

It might also be "in the same branch" as opposed to a different branch of the bank, be it in the same town or not.

It usually is what makes the difference in terms of charges

neutral  AllegroTrans: I doubt this: it would say "international" instead of "otras plazas" if you are right

  -> may be... but, if so, it would more likely be a difference in the cost of a transfer from a branch to another as opposed to a town to another, IMO
