This has got me totally stumped. as you can see, my rough draft doesn't even make sense, and I have inserted words that I would *like* to be the words in the original but which have little to do with it. Any help appreciated.

Comisión de reclamación de posiciones de posiciones deudores vencidas. Se cobrará una sola vez (aunque el descubierto se prolongue en mas de un periodo de liquidación, y que la cuenta no varie de signo) por cada rúbrica, siempre que la reclamación se haya producido efectivamente.

Rough draft -
