Another one from the T&Cs of an Invitation to Tender for Fuel and Oil Handling Services at a Spanish airport. This part is referring to the 'efectos económicos' payable to the Airport Authority - AENA.

I've very confused about what to use here and could use a bit of your clarity! Charges? Disbursements??

CONTEXT:

"Efectos económicos a abonar a Aena Aeropuertos.

El agente que resulte seleccionado en el procedimiento de concurrencia para la prestación de la actividad de de asistencia de combustible y lubricante de aviación en el aeropuerto de XXXXXXX está obligado a abonar las siguientes contraprestaciones económicas:

- Prestación pública patrimonial por suministro de combustibles y lubricantes, regulada en la Ley 21/2003 de acuerdo a la redacción dada por la Ley 1/2011.

En cualquier caso, dentro del plazo de duración de la autorización, serán de aplicación cualesquiera modificaciones legales que pudieran producirse en la citada prestación pública patrimonial.

- Renta por ocupación de superficie - que se establecerá de acuerdo con el importe que corresponda por la aplicación de las tarifas indicadas en la Guía de Tarifas de Aena Aeropuertos, vigente en el momento de la entrega de la parcela."

Thanks, FVS. This is what the ST means essentially, as you rightly point out. I actually queried this with the client, and got a pretty garbled response stating that because AENA is a public body, it was termed "payments to" because it's like paying the govt directly. Makes sense. Cheers!

Maybe stating the obvious but I feel that it is synonymous with "contraprestaciones económicas" used in the next line.
