This text is from a memorandum of the Central Bank of Uruguay:
"ARTÍCULO 52 (TOPE DE INMOVILIZACIONES DE GESTIÓN).
El monto de las inmovilizaciones de gestión de las instituciones de intermediación financiera no podrá superar el 100 % de la responsabilidad patrimonial neta.
Se consideran inmovilizaciones de gestión el saldo - neto de previsiones- de los créditos registrados en las cuentas "créditos morosos" del Capítulo “Créditos Vencidos” con más de dos años de vencidos, las partidas contabilizadas en el capítulo "Inversiones" -con excepción de los saldos de las subcuentas "Bienes a dar - a consorcistas" y "Bienes a dar - en arrendamiento financiero" y del grupo “Inversiones Especiales”- y en el capítulo "Bienes de uso".
A los efectos de determinar el monto de las inmovilizaciones de gestión, las partidas en moneda extranjera se computarán, hasta el penúltimo día del mes, al tipo de cambio y arbitrajes del último día del mes anterior."
I also found this information in an accounting manual, in case it helps:
"Se podría, pues, sustituir ventajosamente en este sentido la habitual distinción entre inmovilizaciones y disponibilidades, por las de inmovilizaciones de gestión y de ejercicio. Las inmovilizaciones de gestión tienen un carácter bien preciso y definido, por cuanto reflejan abiertamente las formas de inversión permanentes que corresponden a anticipaciones de costes y aseguran la continuidad del organismo a través del tiempo, las inmovilizaciones de ejercicio presentan un carácter derivado, en cuanto reflejan las formas de inversión complementarias y transitorias que aseguran el funcionamiento de un ciclo productivo”.
