I'm not sure how this would translate into UK English. Can anyone offer any suggestions?

From following current affairs here in Spain, I'm pretty sure this is what the article is referring to.
The last (Socialist) Government got rid of this a few years back, and Rajoy has just reintroduced it. It's essentially a tax incentive for buyers.
I would say "generalizada" is just redundant in English, as it adds nothing to the sentence and is implicit.
