Surplus Funds
Money remaining after all liabilities, including taxes, insurance, and operating expenses, are paid. Having surplus funds means that a company has made a profit or perhaps that it has completed a project under budget. Surplus funds indicate prudent management of funds over the course of the company's operations or project.

carried forward balances

Explanation:
The suggested target term gets across the idea of remaining surpluses (balances) at the end of a financial year and their inclusion (incorpración)in reserves that are carried forward to the next accounting period.
To be more sure I would like to see the list of line items in the budget as this will make it clear whether I am right or not.

Example sentence(s):
  • EN RELACIÓN CON LA INCORPORACIÓN DE REMANENTES DE CRÉDITO A APLICACIONES PRESUPUESTARIAS DISTINTAS DE LAS QUE PRESENTABAN LOS CRÉDITOS CORRESPONDIENTES EN EL EJERCICIO DE PROCEDENCIA
