In this context does emplazamiento = referral?

The usual translation of 'summons' doesn't seem to fit this context.

For me, the word dictamen is operative here in that it references in my opinion a decision made by an expert to have issued a warrant/summons for the opposite party to abide by...So the word summons for emplazamiento makes sense to me in the context. (a source: Black's Law Dictionary definition of "summons' (in the common law); and Diccionario de Derecho by Rafael de Pina et al. (Mexican law) for its definitions of emplazamiento and of dictamen.
