I don't think this is referring to the party sending the wire transfer. Instead, I think it is referring to the person at the receiving bank holding the position of "promotor de cambios de divisas" (aka promotor de cambios / promotor de divisas), which seems to be the name for a position held at banks in Mexico equivalent to what is known in English as a "foreign exchange dealer" (at least in the UK, I'm not sure whether this would be the correct equivalent in the US).

I think the implication here is that once the transfer is received (in foreign currency) the receiving bank's "promotor de divisas" will assign the exchange rate, which is part of his/her job. See the links below for examples.
