History
The Centro de Investigación Científica y de Educación Superior de Ensenada (CICESE), was the second institution created by the National Council for Science and Technology (CONACYT) in an effort to decentralize scientific research out of Mexico City.

The presidential decree creating CICESE, was published on September 18, 1973, which defined CICESE as a decentralized organism of public interest, with own legal personality and resources for the compromise of undertaking “basic and applied scientific research, initially on the fields of Geophysics, Physic Oceanography, Applied Physics and Instrumentation, primarily oriented to the solution of National problems in general, and particularly to regional ones of the Baja California Peninsula, as well as teaching activities in these same areas of research at graduate levels of Master in Science and Doctorate.”


The context and conditions that combined for CICESE’s creation in early 70’s are many and diverse, but a few stand out. Among others, a starting national policy of decentralize scientific research across the country and not only on Mexico City, which was where most of the R&D took place at that time.Also: the presence in Ensenada of Escuela Superior de Ciencias Marinas of Universidad Autónoma de Baja California (UABC); the geographical proximity of Scripps Institution of Oceanography (SIO) in San Diego California; and the decision in 1970 of Universidad Nacional Autónoma de México (UNAM) of build a National Astronomical Observatory in the central sierra of San Pedro Martír; the intense seismic and tectonic activity of the Baja California Peninsula and the Gulf of California, which demands field studies from Earth Sciences requiring also electronic and optical instrumentation which would also give support the UNAM’s Observatory, and CICESE’s Geophysical and Oceanographic investigations.
