All I can imagine is that the "titulares" here refers to "shareholders" or so, but I am not sure.. please help!

agree  John Rynne: yes, but it's probably not necessary to say "that hold the rights" every time they say it (I presume this is the securitization of the tariff deficit in Spain?)
