This appears a lot in a Request for Proposals. There are many possible translations for this word, and I don´t know which one fits here. It appears quite a few times:

"En las valoraciones requeridas se entiende que debe aplicarse el concepto de "proyecto Llave en mano" solicitado por XXX, según el cual el adjudicatario deberá hacerse cargo de todos los suministros y servicios necesarios para conseguir la adecuada gestión del equipamiento."

"Se entienden asimismo contenidas en la valoración toda la documentación y pruebas referida en los apartados correspondientes."

"También deberán valorarse IOS servicios de soporte indicados en esta Petición de Oferta"

In this instance, certainly in the second example, I would translate this as "quotation"
