Los proponentes deberán entregar sus ofertas mediante carta de entrega, la que acompañarán a los antecedentes de su propuesta separados en tres sobres cerrados debidamente identificados, de acuerdo a la siguiente pauta:

¿ALGUIEN SABE QUÉ NOMBRE SE LE DA EN INGLÉS A ESTA CARTA?
ENTIENDO QUE ES UNA COPIA DE LA CARTA QUE ESTÁ DENTRO DEL SOBRE, Y QUE SE UTILIZA PARA OBTENER CONSTANCIA DE LA ENTREGA, MEDIANTE LA FIRMA DEL DESTINATARIO.

Al parecer se trata de "cover letter", pero la copia que se devuelve firmada como constancia... ese detalle habría que explicarlo cabalmente, pues que yo sepa no existe término que cubra el concepto.

No se trata de una “cover letter”, sino de una carta, en un sobre separado del que contiene la oferta, en donde se identifican los datos de la cotización en se está participando.
Así se hace en Venezuela, y según las referencias que indico arriba, en los lugares mencionados también.
