This term is in a list of types of fraud involving cheques. No more relevant context, I am afraid.

Warranty Regarding ***Multiple Payment*** Requests
Check 21 creates a warranty that no other party will be asked to make a payment based on a check that the bank, drawee, drawer, or endorser has already paid.64 This might be called the “no multiple payment request” warranty. This warranty does not attach to any specific check. “All reconverting banks, transferring banks, and returning banks therefore provide the warranty regardless of whether the ultimate demand for ***double payment*** is based on the original check, the substitute check, or some other electronic or paper representation of the substitute or original check. This warranty is given by the banks that transfer, present, or return a substitute check, even if the demand for ***duplicative payment*** results from a fraudulent substitute check about which the warranting bank had no knowledge.”65

The importance of this warranty is easy to see. Unless the original check is destroyed immediately, there is the possibility the original check will be processed and presented for payment as well as the substitute check, resulting in a double debit. Alternatively, due to fraud or a technological glitch, several substitute checks might be produced and presented for payment resulting in a multiple debit.

***For example, a FRAUDSTER at one of the reconverting banks could use the electronic check information to create a second identical substitute check.66

Explanation:
there is no way to say it in English involving reclearance...

1) you put the check in your account
2) it is credited by the bank
3) then the scammers ask for more
4) you send it
5) the bank tells you they are debiting your account because the check was counterfeit...

that's what I think they mean...

I like Jane's scam. Though fraud is assumed, the word doesn't appear.
