Also referred to as "oferta de empleo público". This is clearly some form of recruiting exercise. Does anybody know the exact English equivalent please?

Explanation:
If I'm not mistaken, an "emplado público" (that is, someone who works for the government) is referred to as a "civil servant", therefore, I believe you should translate empleo público as Civil Service.
