"Se visitó la puerta de Chipiona, comprobando el buen funcionamiento de la nueva lonja y los sistemas de comercialización, flota de artes menores." This term has come up several times in this very long document, without its meaning becoming at all clear. Any fisheries experts out there please?

neutral  Nikki Graham: agree with Liz. Artes refers to the fishing methods, not the size of the boat. "menor" means hooks, traps, small nets. I would say small-scale fishing fleet in this context
