Hi everybody, it is a phrase that means basically a rectification of something said before.
Es un refrán o frase hecha, por lo menos para España (desconozco si se usa en otros países hispanohablantes.)
Is there any phrasing equivalent in English? I've searched myself but can't come up with a "ready made" equivalent in English so far.

I don't think we have a similar expression in English. It seems to me that the above might work, and you could insert a specific instance for (this) as appropriate. I also think rendering "donde" as "when" rather than "where" (unless it's referring to something written) would be more appropriate in English.

"chopping and changing what one says" (to be adapted to each individual context).

"chopping and changing" is a very common expression for arbitrarily changing something one has decided, said etc. previously. It can easily be applied in your case.
