Explanation:
Depending on the wider context, it's possible a distinction needs to be made between cutting (felling) trees *to* ground level and severing trees *at* ground level.

The difference is one of method and intention. The former suggests a chosen form of forest management; the latter would be more appropriate if, for example, the text refers to wanton destruction of the forest for land clearance.
