More likely to refer to a single event?

Yeah, it is a comprehension test on material wich has beeen already taught. However, in Spanish the term "parte" suggests a report on a particular fact, as in: parte de accidente, parte de incendio, parte médico, parte policial... Whereas reports that summarize a period or a sequence of events -such as the option "a"- are more likely to be called "informe" (which is the most frequent translation of report). Both in English are report (if I'm not mistaken) so I think I will just skip the question

Is this a test on material which has already been taught earlier in the text? If so, it doesn't matter what you call it in English, and "fire report" seems the obvious translation. If it's not something that's already been taught, the question is impossible to answer, since (as you say) the answer could be either (a) or (b) - this is a problem both in the Spanish and the English.
