From an Argentinian article about the negative impacts of forest plantations:

La mejor forma de disminuir costos es mediante lo que se llama una producción de escala, creando **“polos o cuencas forestales”**, zonas con enormes extensiones de forestaciones que provean madera a grandes aserraderos o a unas pocas grandes fábricas (básicamente pasteras), con mecanización en todas las etapas de la producción.

I am thinking about using some combination of "forestry hubs/centers or basins/watersheds". I'm particularly uncertain about the basins/watersheds, as I can't find many uses of such a term in similar contexts.
