I have to agree that a typo for "desbroce" is the only plausible explanation. The word begins and ends correctly; in the middle "sbr" has turned into "rp". Perhaps it is an uncorrected OCR error, due to a fault in the type or a fold in the paper in the middle of the word?

The following, from the Consejería de Medio Ambiente of Castilla y León, may perhaps be relevant. It is on a "Proyecto de Centro de Tratamiento Integral de Residuos Industriales no Peligrosos" (the ST mentions "desechos"):

"b) Protección de la vegetación: Se minimizarán todos los desbroces y eliminación de vegetación existente, únicamente se realizará en las zonas directamente afectadas por la ejecución del proyecto."

"Desbroce de eliminación de vegetación" is itself a bit odd. Perhaps it is an error for "desbroce y eliminación de vegetación", as in this source.
