Explanation:
Creo que si dice por un lado "festivos" y por otro, como ítem aparte, "vigilia de festivos" sería algo como "eve". El día anterior a los días festivos.

En el DRAE, en la entrada "vigilia" dice:
6. f. Oficio que se reza en la víspera de ciertas festividades.

  -> As I'm not native, I've googled the phrase to check its usage and I've seen it in many English Websites. But a native speaker knows better :)

neutral  Carol Gullidge: agree with Lisa: we very rarely use the possessive with nouns in this way in EN, and it only sounds idiomatic in a very few cases. But I agree with "eve"! :)

Vigilias has 2 meanings in this case. One is eve and the othe not eating meat (usually on Holy Friday).
From the RAE:
Comida con abstinencia de carne.
Víspera de una festividad de la Iglesia
Oficio que se reza en la víspera de ciertas festividades.
