Este Comité entiende en el ámbito de gestión y aplicación de Normas, de procedimientos operativos, los cuales serán aprobados y puestos en práctica con el 100 % de acuerdo entre los miembros de los sectores involucrados. Las acciones emprendidas tienen el propósito de resaltar la importancia del control total de las operaciones en la elaboración de los medicamentos a medida que éstas trascurren (PAT).

Explanation:
"Entender en" here could mean either "se ocupa de" or "tiene facultad o jurisdicción para conocer de" (DRAE definitions), the latter in the sense of a legal authority empowered to make binding decisions. These could be translated respectively as "has responsibility/is responsible for" and "has jurisdiction in/over". Here, given that it goes on to refer to "gestión y aplicación", I think it's probably the former.

I think "has responsibility for" is somewhat more common than "is reponsible for". This can be followed either by a gerund ("administering and applying") or a noun ("the administration and application"). Literally it would be "has responsibility in the field/area of", but I think the "ámbito" could be omitted.

Another expression with the same meaning is "This committee's remit it".
