These could be translated respectively as "has responsibility/is responsible for" and "has jurisdiction in/over". Here, given that it goes on to refer to "gestión y aplicación", I think it's probably the former.
I think "has responsibility for" is somewhat more common than "is reponsible for". This can be followed either by a gerund ("administering and applying") or a noun ("the administration and application"). Literally it would be "has responsibility in the field/area of", but I think the "ámbito" could be omitted.
Another expression with the same meaning is "This committee's remit it".
