Thank you Sheila and everybody else for clarifying my doubt. I haven't been able to access Jafroome's links but from what I can see 'General Courts' tends to be used for courts of law or in texts which have been translated to refer to parliament systems in different countries. The context I had was very general and it was not necessary to describe the functioning of the system as such.
