More from the list of criminal justice precepts that I just posted about. I am completely lost here. I thought the first "acción" was referring to a (criminal) act, but the second one seems to be referring to a proceedings. Then is it "there is no culpability without a trial (or due process) or without a sentence being passed? And "no trial without an accusation"? (I have used Google, and checked references here at home, without success.)
