Asker: Alfredo, I just thought to look this up in the IATE, and that has it as "neighborhood and community policing". I'm going to close this down (I couldn't find a single instance of "vicinity police" but thanks for suggesting it anyway.

I do get a few hits for "proximity police/policing" (but not nearly as many as for "community policing"), so I tend to think its a calque (which is what you said to start with!) but I'm not sure I want to use a borrowed phrase.
