Spanish to English translations [PRO]

Spanish term or phrase: pobreza patrimonial y de capacidades
La pobreza alimentaria, patrimonial y de capacidades creció en todas las zonas rurales de México.

This is the explanation for what those terms mean:

La metodología clasifica la pobreza en tres categorías: la “alimentaria”, la de “capacidades” y la “patrimonial”. En términos prácticos o por lo menos no tan elegantes, podríamos decir que las clasificaciones son de muy muy pobres, muy pobres y pobres.

Does anyone know if there is some other standard way of translating these categories? I'm also a bit confused by the reversal of the categories in the description that I found.
