Spanish term or phrase: "Escuelas Patitas"
About a right-to-information campaign in Mexico:

fly-by-night schools
Explanation:
I'm not familiar with the Spanish term so I put a low confidence level. My answer is based on Juan Jacob's description and the first definition of "fly-by-night" from my Webster's Dict., i.e. not reliable or responsible, esp. in business; untrustworthy: a fly-by-night operation.

There are many examples of "fly-by-night school" on the net.

Good luck.

"Fly-by-night" gives a sense of unscrupulousness.

Heather: I think is a great solution. Thanks to everyone for the suggestions ... Usually, I let the answerer make the glossary entry, but since I put the wrong term in the box above, I'm fixing it and entering it.
