Spanish term or phrase: empleo solidario
...la inversión pública en proyectos de infraestructura, incentivar la producción e inversión privada, la protección del empleo solidario a través de consensos en política salarial y la promoción de empleos municipales y la austeridad fiscal.

This is a list of the key components (cinco ejes) of the "Plan de Defensa de la Producción, el Crecimiento y el Empleo" of Nicaragua, which comes under the Government's broader general employment policy.

I don't know what they mean by "empleo solidario".

Can anyone help please?

Thanks very much for your help. I found a Nicaraguan Government legislative text referring to empleo solidario and, as you say, it has a specific meaning in that country. I translated as socially responsible employment for now, but am still contemplating it!

employment in the voluntary sector

Explanation:
I'm not sure about this but I understand "trabajo solidario" as being voluntary work. As it refers to "empleo", I guess it could mean (paid) employment in the voluntary sector.

employment in the non profit sector

Explanation:
“Solidario” is always a bit tricky to translate in my experience. It refers not just to volunteering, but rather to both paid and unpaid employment in non profit organizations, such as charities and NGOs. “Non profit” covers both nicely.

Example sentence(s):
  • Looking for jobs in Charities and the Non Profit sector? You’ve come to the right place.

solidarity-based employment

Explanation:
I think this is really helpful:
www.lse.ac.uk/collections/TSEP/.../7TSEP.pdf -
Since the mid 1980s, governments increasingly presented specific employment contracts, Community Utility contracts, SOLIDARITY-BASED EMPLOYMENT contracts and youth job schemes, in the non-market sector fields. Generally, these contracts were (and continue to be) fixed-term contracts, partially subsidised and targeting a specific population group (young people, the long-term unemployed, recipients of minimum income benefits, etc.) in not-for-profit fields of activity which provide ‘social utility’ in some way.

Also, see this, specificaly about Nicaragua.
http://www.envio.org.ni/articulo/776
En enero/93 decidió cierta reducción en las importaciones suntuarias, cierto aumento en la inversión y en la importación de insumos para la producción y lanzó lo que llamó un programa de empleos "solidarios" (temporales, no productivos y muy mal pagados).
