You can probably state the phrase as suggested with the literal translation and if it keeps coming up in the text you can vary it because it would sound too repetive to say it exactly the same way each time (this is a technique used in creative copy). In this kind of text it is okay to vary language lest it sound redundant. Obviously, key words such as 'intolerance' can stay the same so as not to confuse the reader but in some instances you could venture out and vary the key words as well with synonyms that work (in this case 'intolerance 'seems to refer to' bias,' 'bigotry 'and/or 'prejudice' and then some...)

I just feel that there is another way of wording or just playing with the words. For example: dangerously creating a climate of intolerance.

Explanation:
You could change climate (e.g. atmosphere,etc) and dangerous (e.g., harmful or noxious) to something else, if you like, but I think intolerance translates well into English.
