Spanish term or phrase: aliado asolapado
The DRAE defines asolapar as "Asentar una teja, losa, etc., sobre otra, de modo que solo cubra parte de ella." The original says asolapadao, but I think it must be a typo for asolapado.

el gobierno de Carlos Mesa como parte del movimiento social—especialmente el MAS, que había actuado como aliado asolapadao de Mesa—prácticamente habían saboteado esa agenda…

que había actuado como aliado asolapadao de Mesa
Mesa's putative ally // who had supposedly been Mesa's ally

Explanation:
OR:

"Mesa's unreliable ally"
"Mesa's wavering ally"
"Mesa's ally, who had his own hidden agenda."

It is hard to imagine actually seeing any of the other choices thus far offered in print in a serious essay or news article in English.

Suerte.
