Spanish term or phrase: no se han sumado totalmente al decreto de hora cero
Estoy traduciendo una serie de artículos sobre el paro cívico nacional que hubo en Venezuela entre finales de 2002 y comienzos de 2003:

"Los negocios de gas y producción son las únicas 2 áreas que **no se han sumado totalmente al decreto de hora cero** anunciado el pasado jueves por los trabajadores de Pdvsa. Las operaciones de producción, tal como lo dijo el presidente de Pdvsa, Gastón Parra, se mantienen con absoluta normalidad."

La hora cero se refiere al inicio del paro / huelga. Por ahora lo he traducido como "have not all joined the strike". ¿Hay alguna manera de decirlo en inglés que mantenga el registro que se usó en español?

*There are a number of versions of what went on during this event. The strike was called by the management of PDVSA against the government, in an attempt to force the government to hold elections. "Have not joined the strike" doesn't make sense as the oil sector called for the strike and did its best to maintain it, although its supporters within the company and sector (who lost their jobs when the year-long strike failed) were, as noted in the Christian Science Monitor:" senior managers, scientists, and economists." Based on the entire context of your text (there are radically different versions of how events unfolded), it may be best to say that the sector was divided over whether to support the strike or didn't fall in line definitely with one side or the other. FYI, other sectors were, in fact, also involved and similarly divided, such as the media sector, where the split was between private and state-run broadcasters. It's also worth noting that various pro- and anti-Chavez unions took different positions; it was not a classic management-worker dispute.
