Explanation:
I prefer this form of characterizing a government, though we say 'civil engineering' and 'civil society'. The other is not incorrect, but I don't recall that I have ever heard it. What I hear is 'civilian', and I think it works better in this context.

To answer your question, a 'civilian government' can have military members. That's not the point. It has the same meaning as 'civil government,' except that the latter is not used in the US.

@broca: If you will look at the contexts I cited, I don't think your concern does not apply. However, since Spain is in Europe, it would be appropriate to use a UK formulation.

Asker: Isn't a civilian government one composed of civilians, having no military members? In Spain, the Gobierno Civil (now called Delegación del Gobierno) was governed by a civilian with jurisdiction over a province.

Asker: Thank you. In the Spanish context, a Gobierno Civil was not a government composed of ministers or secretaries of State, but rather the name of the provincial institution. This is why I prefer Civil Government here.
